When you play back audio on the Fostex PD-4, does it ignore the sample rate setting on the panel and simply play whatever the tape was recorded at, or does it play the tape at the sample rate set on the panel?
More specifically, can you record to DAT at 48, then switch the Fostex to 48.048 and play back the audio sped up?

The speed of the PD-4, both during record and playback, is determined by the sampling frequency selected. It will not play a 48K recording at 44.1 (and vise-versa) but it will play/record between 48K and 48.048K.
So, yes, you can record at 48K then playback at 48.048 and the playback will be 0.1% faster (or "pulled up"). This is one common use of these sampling frequencies, normally used to play music tracks "pulled up" for music videos or TV production.
Another common use of these two sampling freqs is to record and 48.048. This way, when transfered to video, the audio is automatically pulled down to 48K, allowing the audio transfer to stay in the digital domain. (as opposed to recording at 48K and then having the pull down turn it into 47.952K which would not be accepted by a digital input expecting 48K.)
